For example this happened 2 me we had 2 us cellular deactivated phones I used one in a emergency and it worked fine but solely for that purpose only. I went to pay as you go because no contracts!! TKQuestion is right about using old cellphones for this purpose because my grandma and grandpa gave there old phones to support this purpose and it proves to be very useful. And it let me talk to the sheriffs office and they sent some one to help me out. So I would say yes that it would work.
